Cynthia Ayris Kemp

Cynthia has over 25 years of professional experience helping a variety of public and private sector organizations achieve their goals.  Her functional areas of expertise include strategic and project planning, organizational design, competitive assessments and financial feasibility studies.  Striving to deliver extraordinary value to all clients, she integrates knowledge gained from work across diverse industries, including the health, financial, government, and non-profit sectors with practical insights.

A lifelong learner, Cynthia recently completed her Master of Public Health degree in Health Policy and Management from Columbia University.  She also holds a Bachelor Degree in Finance from Florida State University and an MBA from Indiana University in Finance and Organizational design.

Bill Kemp

Bill leads the energy and environmental consulting practice of K3 Strategies. He focuses on helping clients lead the transition to a sustainable future.

He has directed over 800 management consulting projects over his career for clients around the world, primarily in the areas of strategic planning, technology and market economics, competitive positioning, utility regulation, sustainability and decarbonization pathways. He has served as strategic advisor on many energy industry technology initiatives, restructurings, collaboratives, acquisitions, and greenfield investments in the U.S. and overseas, and has testified as an expert witness before numerous courts and agencies.

As a firm believer in the need to innovate to meet environmental objectives, Bill played leadership roles in many energy or environmental breakthroughs, such as:

  • initial U.S. policies to harness market mechanisms to achieve environmental goals or mandates more cost-effectively
  • first deregulated wholesale power market in U.S.
  • world’s largest hydroelectric dam removal and fisheries restoration project
  • advanced electric motor technology to reduce rural electrification costs by over 50%
  • electricity market liberalization in numerous countries
  • utility industry regulatory frameworks in many developing nations
  • transparent industry benchmarks for levelized costs of energy, storage and hydrogen across wide ranges of technologies
  • long-term decarbonization pathway plans for leading industrial and energy firms

He got his start in the field as an environmental economist in President Carter’s White House staff. He is a former managing partner for Deloitte Consulting’s energy and resources industry practice in western North America and then the Asia-Pacific-Africa global region, leader of the strategy/sustainability consulting practice for Black & Veatch, President of a successful energy technology start-up in Florida, co-founder of the energy strategy consultancy Enovation Partners, and most recently director in the Energy & Utilities practice of the global strategy consulting firm Roland Berger, from whom he retired in October 2022. He now serves Roland Berger and its clients as a Senior Advisor.

Bill is a past officer of the International Association for Energy Economics, serves on the global Panel of Experts on decarbonization issues for the International Gas Union, and participates actively in industry groups such as Edison Electric Institute, Western Energy Institute, American Gas Association, Association of Metropolitan Water Agencies, and others. He is a 40+ year member of the Sierra Club, former board member of the Oregon Environmental Council and advisor to the Environmental Law and Policy Center.

He earned a B.A. magna cum laude in Anthropology and Physics from Harvard University, and a MPP from the Goldman School of Public Policy at the University of California – Berkeley.

FAVORITE PROJECT: Transforming the strategy and culture of a large municipal power/water utility, jumping from 4th to high 1st quartile in customer satisfaction in less than two years.
